“Equality of resources, on the other hand, provides an account of distributional equality that is immediately and obviously sensitive to the special character and importance of liberty. It makes an equal distribution depend not on a bare outcome that can be measured directly, like preference-satisfaction, but on a process of coordinated decisions in which people who take responsibility for their own ambitions and projects, and who accept, as part of that responsibility, that they belong to a community of equal concern, are able to identify the true costs of their own plans to other people, and so design and redesign these plans so as to use only their fair share of resources in principle available to all.” (Ronald Dworkin, Sovereign Virtue, p.122)
